Based on the information she had at the time, it wasn&#039;t clear that stem-cell research&#039;s rewards outweighed the risks.&#160; So, she took a conservative (risk averse, not right-leaning) position against stem cell research until more evidence demonstrating it&#039;s public value was made.&lt;/p&gt;

&lt;p&gt;p&gt;
To trivialize, it&#039;s like: you don&#039;t switch long distance carriers until you&#039;re sure there are no hidden fees, long term contracts, or rates that will rise in 3, 6, or 12 months.&lt;/p&gt;

&lt;p&gt;&lt;&lt;/p&gt;

&lt;p&gt;p&gt;
It&#039;s not a great scenario, but not nearly as nefarious as (1) above.&#160; There&#039;s only so many hours, and&#160; there are plenty of issues that require more information to make a good decision.&#160; This was an important one, but not the only important one.&#160; Sure, she should have had those conversations with scientists, etc. before stating her position, but if she hadn&#039;t had sufficient dialogue, being against the bill &lt;em&gt;at that time&lt;/em&gt; may have been a reasonable position.&lt;/p&gt;

So, maybe she was against it precisely because there was public health risk and she didn&#039;t have enough information to be &lt;em&gt;for&lt;/em&gt; it.&lt;/p&gt;
