A Rhode Island Superior Court judge ruled last month that the Speech and Debate Clause under the Rhode Island Constitution, which mirrors the Massachusetts one, forbids the R.I. State Ethics Commission from prosecuting a legislative leader.
OK OK, it is another state and it is not an appeals court decision.
But it is on point and it shows that Sal’s argument has merit. And it will make its way to the R.I. Supreme Court.

In fact, that is the whole point.

The Cognos issueis about legislation. Specifically the supplemental budget allocating $6.2 million to pay for cognos software. That is what they were doing in the legislature - advocating for a certain piece of legislation.
The legislature is doing due dilligence when it inquires and shows an interest, and gives imput for how proposed legislation would be implemented.
