This is fine as far as it goes. The problem is that an amendment has zero chance of making it through the US Senate, to say nothing of the US House. A better strategy, IMHO, is for the states to call for a constitutional convention limited to the Citizens United issue. If 2/3 of the state legislatures call for such a convention, Congress has no leeway; it must call a convention, and any amendments that emerge from it are submitted directly to the states for ratification. - promoted by david
