Update -- Apparently the "Paul Leo" referred to here is Paul Wingle, who describes the issue thusly: "I just want to be clear that we are not mounting the ramparts here at the Health Connector. This reporting requirement has not developed into a pitched conflict between the Health Connector and the health plans."

Consider this a correction to the post below. I still think that "eddie" is on to something -- that there's an inherent problem with insurance companies sharing their information, and their being asked to pursue people whom they consider to be poor risks.
