The Globe today has a story saying that even with money from the state, the T is looking into raising fares by 15-20%. You see, the $160 million the T may get from the state in the coming year isn’t enough to cover the ever-rising debt payments, and the agency is forced to consider this fare hike to be able to pay its bills.

And what is the response from the Chairman of the House Transportation Committee?

“It is unreasonable to think that there wouldn’t be adjustments in fares periodically,” said Representative Joseph F. Wagner, a Chicopee Democrat and cochairman of the Legislature’s Transportation Committee.

Yes, Chairman, is it unreasonable to think that fares will never go up. But you know what else is unreasonable? The fact that fares have doubled in the last decade.

Mr. Chairman, when was the last time the gas tax was raised? 1991? How about tolls?

Wagner said the transportation overhaul will provide cost savings. And he pointed out that the T already gets 1 percent of the state sales tax annually as a subsidy, meaning that the agency will get close to $900 million a year once the additional subsidy is taken into account.

It seems that Mr. Wagner doesn’t understand the concept of public transportation and thinks that riders should be thankful that the state is paying for any of it at all.

There’s a lot of talk from our elected “leaders” about the need to prevent toll increases, such as these gems from Senate President Terry Murray and Governor Patrick.

“The public cannot be expected to take on any additional burdens, like a toll increase, when they are already being asked to make significant sacrifices for the greater good of the Commonwealth,” Senate President Therese Murray said in a statement.

…

“We’re not going to have a tax increase and the tolls,” Patrick said. “Nobody wants that, I certainly don’t want that.”

It’s a shame that “the public” doesn’t seem to include those who use public transportation.

Reading recent news articles about our state's transportation woes, I find myself <s>frustrated</s> infuriated with Senate President Therese Murray and Transportation Chairman Steven Baddour.
First, their reactions to last week's story about possible T service cuts:

Senate President Therese Murray was caught off guard yesterday by the news, and appeared frustrated that she was not briefed.
"I just think it's odd that we were not given this information," Murray said in an interview. "I was there all day yesterday, I've been there all week. And I pick it up and read it in the paper? They do have meetings, there is a secretary who oversees those meetings. Wouldn't someone come and talk to us about this?"
(...)
"That's the legislative conundrum," said Senator Steven A. Baddour, a Methuen Democrat and chairman of the Senate Committee on Transportation. "You have folks in Western Mass. and different parts of the state, and they have a different view on how much is needed to fund the MBTA. There is no easy solution."
He said the news about the MBTA reductions would have little bearing on the debate at the State House, at least for now.
"The whole world is laying people off and is going through difficult financial times," he said. "The MBTA needs to be a part of that. . . . If that means layoffs or reductions in services, so be it."

First off, really Sen. Murray? You had no idea this could happen? This was the first you'd heard of it? Shame no one in your office ever picks up the paper, or they might have seen this article just two months ago entitled Transit chief warns of possible MBTA fare hikes, service cuts. Or maybe this one from just last month: MBTA okays budget, warns of possible fare hike. The warnings about the $160 million deficit have been coming for months. Either you haven't been paying attention or you're waiting for it to resolve itself without your help. Neither is acceptable.
As for Sen. Baddour, I get it. Your district is nowhere near Boston and the last time you rode the T you used a token that cost $0.85. But as the chair of the transportation committee for the whole state, it's your job to fix this situation. Accepting crippling service cuts and fare hikes that will drive down transit use is NOT a solution.
Of course, then there's today's story about the political spat between the Governor and the legislature over who's got the more robust reform package...

“The bills just don’t go far enough,” Patrick told reporters after emerging from a meeting with House Speaker Robert A. DeLeo and Senate President Therese Murray.

(…)

Murray, who left the meeting in DeLeo’s office shortly after Patrick, sharply disagreed.

“I think we probably have a difference of opinion on that,” she said.”…I’m a little confused. He just gave us a spreadsheet and we said we’d go and look at it.”

She also criticized the administration’s approach to managing the flow of news about potential MBTA cutbacks because of revenue shortfalls, calling it “a scare tactic” that is “not the right way to go.”

The Senate transportation chairman also criticized the governor’s approach.

“We’re not going to reform so we get a good headline in the newspaper, we’re going to reform so that we change things going forward,” said Senator Steven A. Baddour, a Methuen Democrat and chairman of the Senate Committee on Transportation. “This doesn’t help the negotiations. It doesn’t help coming out with a final product”

You’re confused Madame President? You need to look over a spreadsheet before you know whether or not your reform bill offers any savings? Let me ask then – are you involved in this process or have you handed over the reins to Sen. Baddour? Because if that’s the case, then you need to take them back, as your chairman does not appear too interested in doing anything other than making sure his district doesn’t have to pay new tolls when driving back and forth from New Hampshire.

Sen. Baddour, so far the most significant “change” I’m seeing for you to put your name on is the 52 million fewer riders the T will have next year. You need to specify whether you want to “change things going forward” for the better or worse.

People in this state need Real Solutions to the transportation crisis that is staring us down right now. It’s been building for decades ignored by both the executive and legislative branches of our state government. Now it’s on the doorsteps of the State House. Seems to me that the Governor has proposed a solution that begins to address the problems. The House leadership, while not as eager as the Gov to jump on board, at least isn’t burying their head in the sand like the Senate. I’d love to see a little more willingness from Wagner to approach revenue, but at least he hasn’t taken obstructionism to the level that the Senate has.

So Sens. Murray and Baddour, you’ve got a choice. You can either stand up with real solutions that address the problems facing the whole state, or you can continue to play politics while not actually doing anything to help.

Your move.

Many of us can agree that, to varying degrees, the Governor has had his share of gaffes, missteps, and maneuvers that aren't quite the change we wanted when we elected the man.
However, the Herald today is being a bit absurd with its allegation that the state is just overflowing with Patrick patronage appointees.

Gov. Deval Patrick has stashed four staffers in big-bucks jobs at several of the quasi-public agencies he is now vowing to reform - including one post worth a jaw-dropping $190,000 a year, the Herald has learned.

The four appointees in question?

Pat Cloney, a former director under Patrick’s administration at the Massachusetts office of business development, as the $190,000-a-year interim executive director at a newly created agency called the Clean Energy Center.

Michael Morris, Patrick’s legislative liaison, as the $119,000a-year public relations director at the Massachusetts Water Resources Authority.

Edwin Carr, former chief of staff at the economic development department, as the $110,000-a-year executive director at the Massachusetts Office of International Trade and Investment.

Chuck Anderson, who served as Patrick’s policy director, as a $95,000-a-year senior adviser with the Massachusetts Technology Collaboration.

Of course, when you actually read the article all the way to the end, it seems that there are worthwhile explanations for all of these appointments.

- Cloney was selected by a board to head an agency recently created by the legislature. His background is in management of portfolio companies and focusing on new energy ventures.

- Morris is making less money than his predecessor.

- Carr is making just as much as he was in his previous job.

- Anderson has “unique combination of state policy experience and expertise in international law.”

Ernie, in his earlier post, argues that problems arise when inexperienced people try to run government. So maybe, just maybe, it makes sense to promote qualified government employees to positions of greater responsibility.

A promotion in and of itself does not a hack make.

I, like many of you, wish Ted Kennedy could serve as our Senator pretty much in perpetuity. However, we all know that is not the case.

Today, the Globe says Kennedy will miss the final stimulus vote in the senate.

The Massachusetts Democrat is continuing his treatment and physical rehabilitation, and Democrats don’t need his vote for final passage, spokeswoman Melissa Wagoner said Friday.

Kennedy plans to travel between Florida and Washington for future Senate business “until the weather gets warmer here,” Wagoner said.

Kennedy made it to vote in a more crucial 60-votes-needed roll call earlier in the week for the bill, but to care for his health has to pick and choose when he makes the trips to DC.

Unfortunately, I forsee a good deal more close votes that need 60 ayes to pass. With 58 (59 if Franken is ever sworn in) Dems and a small number of Republicans and Democrats who are likely to swing depending on the issue, every vote is critical.

I obviously am not privy to the Senator’s up-to-date health status, and I believe Kennedy would go through pretty much anything to be where he needs to be to cast his vote. But the likelihood of him simply not being able to get to DC for a vote probably increases the longer he stays in the seat.

So I ask: Would it be best for the party, for the Senate, and for Massachusetts if he stepped down now and let us find a successor who we could be confident would be able to make it to DC whenever he or she was needed?

Here in Massachusetts we’re just a week away from our primary elections on September 16th. That means we can stop fighting with Republicans and start fighting among ourselves! How refreshing!

Our esteemed editors have listed a lot of great races along the left side of the page. Scroll through them. Pick a candidate you want to help. Get out and do something. You have a week left to make a difference.

Maybe you live in the Second Suffolk Senate district and want to keep/oust Dianne Wilkerson. Maybe you want to help one of the candidates vying to replace Jim Marzilli. Now is the time for hands-on (sorry Jim) action!

North Shore? How do you feel about Verga and his two opponents?

Medford/Winchester/Somerville area? Man do you have a lot of races to choose from! (How do you feel about stickers?)

If you don’t know much about a candidate near you, take a few minutes to read their web sites and google the news about the race. Remember, this is Massachusetts. In most of these races, the primary is the only election! (Or at least the only one that matters.)

Presidential elections only come around every 4 years, and it’s great to get swept up in the importance and excitement, but let’s not forget how this blog got its start and what makes it a great community. It’s our commitment to making progressive politics happen right here in Massachusetts.

So let’s take the next week and make a difference right here at home. For our communities, for our politics, and for our sanity.

Of interest to many people here is Patrick McCabe, who announced last year that he is challenging friendly marriage opponent Paul Donato. McCabe is a very appealing candidate. He’s a West Point grad and Army Airborne Ranger who also happens to be a progressive Democrat. So how did he do? He raised himself a nice $13,000 and ended the year with just over $11,000 on-hand.

But there’s a reason Paul Donato has been in office as long as he has, and part of it is his ability to rake in the dough. Donato raised over $85k, spent $48k, and ended the year with over $92k in the bank.

Now money isn’t everything, but it’s a heck of a lot. Patrick is clearly not going to outraise Donato, but will he be able to bring in enough to be competitive? That remains to be seen.

Ferrante, afKlinteberg, and Verga

Up on the North Shore, Tony Verga (also a marriage foe) has himself a couple of contenders vying to pry him away from his chairmanship of the Veterans committee.

Ann Margaret Ferrante ended the year with $17k, including a $2.5k loan to herself.

Astrid afKlinteberg (yes, that’s how it’s spelled and capitalized according to her report) brought in $5k last year.

Verga finished the year with right around $10,900 on-hand, which means that in a 3-way race either of these contenders could be competitive. This one could be the sleeper race to watch.

Lewis v. Casey

Now for the excitement. Jason Lewis announced last year that he would be challenging everyone’s favorite red-headed nut, Paul Casey. (Yet another marriage foe… anyone else see a pattern?)

Lewis is putting his (and other peoples’) money where his mouth is, as he had brought in over $40,000 in 2007 PLUS a $5,000 loan to his campaign. He ended the year with just under $35k.

Casey, on the other hand, raised a paltry $27k and ended the year with just $15k on-hand.

Also worth noting: my cursory examination of where the money came from shows that about 2/3 of Jason Lewis’s donations came from donors within the district, while only about 1/3 of Casey’s did.

This is definitely shaping up to be a competitive race. And with Paul Casey involved, I’m sure it will be fun to watch!

Other Rep. Races

Virginia Woode, who is challenging Republican Bob Hargraves, raised about $4k, which doesn’t quite stack up to his over $40k on-hand.

Carolyn Dykema (I believe it’s pronounced DIE-ke-mah) raised about $7k and loaned herself $5k in her challenge against Paul Loscocco, who is sitting on a warchest of $74,000.

Senate

Not a whole lot of action in the Senate so far, especially because it takes an @$$load of effort to challenge an incumbent senator and rarely succeeds. That’s why Scott Brown is still around.

However, there is one particular race of note, and that is the potential rematch between Dianne Wilkerson and Sonia Chang-Diaz.

First off, let me offer my kudos to Wilkerson, she hired a bookkeeper (at $1,000/month) and actually filed her report before the deadline! Bravo! The report shows that Wilkerson raised a hefty $61,000 but spend over half of it, leaving herself $27k on-hand. (She also has $47k in liabilities, so she’s technically in the red by $20k, but we can ignore that for the time being.)

Chang-Diaz still had a little money left over from her 2006 sticker duel with Wilkerson, and she added another $26k to that last year, bringing her cash on-hand to just under $30k.

Of course, the real question is: if these two go at it again, will they do it on the ballot this time? Only time will tell.

That’s pretty much the extent of the excitement I dug up. Anyone else see anything worthwhile? If not, we can go back to watching Edwards’ diminishing screen time during the debates.

Whether or not you want to see casinos in Massachusetts, one thing is apparent: The Governor is willing to try anything to generate more revenue for the state. He sees that we can't afford to pay for longer school days, maintained roads and bridges, higher education for all, healthcare, and everything else we want.

So what has he done since taking office?

- He's tried to close corporate tax loopholes, a proposal that would generate up to $500 million a year.

- He came up with the municipal partnership act, a set of revenue-saving and generating measures that could provide up to $250 million per year for cities and towns.

- And now he's proposing 3 casinos to be competitively bidded for and heavily taxed.

And what has the legislature (read: DiMasi) done? Cherry-picked a few initiatives to pass and largely ignored the rest. Municipal employees can now pool into the state health care plan and underperforming pensions will be taken over by the state. But other than that? Bupkis.

DiMasi has some appropriate concerns with the Governor’s casino proposal, but that isn’t the larger issue here. It’s the obstructionism and maintenance of the status quo that DiMasi’s House is engaged in.

Like it or not, we’re facing a serious lack of money for infrastructure and services the state needs. DiMasi, from all appearances, is planning on ignoring them until he’s no longer speaker. But by then, the problem will simply be magnified and more painful to correct.

DiMasi seriously needs to think about his legacy. Right now he’s the cordial, quiet speaker who doesn’t make waves, defended gay marriage, and looked the other way while the state slumped further and further into financial crisis.

Or he could muster some courage, rally his political capital, and take some bold steps that will eventually put us on much better footing, whether it’s closing loopholes, slashing programs, following some of the recommendations of the Transportation Finance Commission, or something else that hasn’t yet been proposed.

DiMasi has a chance for read leadership, or he can keep his head in the sand. The choice is his.

While it is clearly true that supporting gay rights turns off more voters than it turns on, are the numbers really a death knell for the Dems?

First, the question:

18.
Across the board, independent numbers are far better for gay-friendly candidates than the statewide average. Most of them say they don’t care if a candidate is supported by gay-friendly organizations.

Of course, there’s always the “I don’t want to be recorded as a hater” issue, and these numbers may be more forgiving than reality. But I would argue that, by and large, the 25-40% of voters who are clearly turned off by pro-gay-values aren’t voting Dem anyway.

It’s unfortunate that Peter Brown, author of the Politico analysis and assistant director of the Quinnipiac polling institute, chose to focus his analysis as he did. Personally, I find it much more remarkable that the indifferent numbers are as high as they are. That’s the real news here and it should embolden Dems and scare Republicans. It looks like the social wedge issues that the Rs have used to great advantage in 2000, 2002, and 2004 are losing some of their divisiveness.

The rest of the poll results are interesting as well. In each of the three states, a 2/3 majority (give or take) support either full marriage rights or civil unions. I’m guessing the 1/3 who don’t are also the 1/3 who answered “less likely” to the above influence question.

Labor affiliation is good. Gun groups aren’t as bad as I’d like them to be. Abortion and Conservative Christians are pretty evenly split, still with a majority not caring.

Looks like people are interested in more pressing concerns. I’d guess they’re receptive to things like healthcare, education, retirement, housing, costs of living, and security. When these are the issues that get discussed, the Dems are going to do pretty darn well.

My hope is that the film will reframe the debate, changing the question from “will the US get universal healthcare?” to “when will the US get off its ass and implement universal healthcare?” This is my hope, and I realize that reality will probably fall somewhere between this and “there was a movie about healthcare? I didn’t see it because I don’t like Michael Moore.”

The third option is a broader acknowledgment that the system we have is simply not working, a greater admittance of the flaws in our system, and a more open willingness to discuss our options.

2. While I hope that SiCKO will break down the healthcare levees, so to speak, I don’t think that it will have the same broad appeal as Inconvenient Truth, simply because of the voice behind it. Too many people see Michael Moore as the left’s answer to Rush Limbaugh and Bill O’Reilly and will simply not listen to a word he has to say. Al Gore, despite being a a partisan figure, has broader appeal.

3. And now for the interesting question, and the point of this post.

Healthcare, for better or for worse, has become one of the defining issues of the congressional campaign. Tsongas made some early well documented gaffes that she later tried to correct, Eldridge (who I support) quickly staked out a firm position for universal healthcare and everyone else stayed somewhere in the “we like healthcare, let’s try and make it better, but not so far as commie socialized medicine” realm.

Depending on how the film changes or amplifies the healthcare debate, it could end up being a key player in the special election. Most importantly, if enough people are convinced that the current healthcare half-measures and platitudes aren’t going to fix anything, then Eldridge has a lot to gain.

Also of note, Tsongas can’t benefit here from her relationship with Fallon .

So what do people think? Will SiCKO change the debate enough to sway votes in MA-05? Or will it be little more than a blip on the electoral radar?

In what may have been the most interesting part of the House Budget debate, House Republicans on Wednesday filed an amendment to restore Governor Patrick’s original reorganization plan and eliminate a budget provision that would have changed it.

To clarify, Sal “no policy changes in the budget” DiMasi included a budget section that would have altered the Governor’s reorganization, the same reorganization that was passed unanimously by the House not so long ago.

The Republicans picked up on this Speaker slight-of-hand and filed an amendment to reinstate the Governor’s original reorg.

From State House News:

Looking to thwart House Speaker Salvatore DiMasi’s effort to implement organizational aspects of his energy plan through the budget, Republicans are vigorously pushing House Minority Leader Bradley Jones’s amendment mandating the structure of the energy bureaucracy match Gov. Deval Patrick’s plan, which the Legislature passed earlier this year. “It had been my hope that the speaker would consider going through the committee process. Because oftentimes we are expected to practice what we preach,” Jones said, pointing to DiMasi’s gospel of refraining from policy measures in the budget.

And how did this mini-drama play out?

The House rejected the amendment on a 30-127 roll call, generally along party lines. Democrats voting in favor of the Jones amendment, on a roll call whose printout was sought eagerly by members and staff, were Reps. Atkins, Casey, Grant, Marzilli, Patrick, Petersen, Provost, Quinn, Sciortino, Harriett Stanley, and Sullivan.

Let’s hear it for the Dems willing to stand up for the Governor. And let’s hope they don’t all get relegated to obscurity for doing so.

Something tells me this is only the beginning.

According to State House News, Speaker DiMasi has (finally) appointed a panel to “study” the issues raised by Governor Patrick’s corporate tax loophole proposal.

DiMASI SAID TO TAP BUSINESS LOBBYISTS, CPA FOR TAX CODE PANEL

House Speaker Salvatore DiMasi sent Gov. Deval Patrick his appointees to a tax code commission last Thursday, a House source said today. DiMasi, who came under criticism on a political website for allegedly stalling on picking his panelists for the group that plans to study the state’s tax structure, named Associated Industries of Massachusetts vice president Eileen McAnneny; Mass. Taxpayers Foundation President Michael Widmer; and Kevin Long, a tax attorney and accountant from Sudbury; House Revenue Committee chairman John Binienda (D-Worcester); and House Minority Leader Bradley Jones (R-North Reading), according to the source, who spoke on condition of anonymity. Taxes are one of the strongest areas of disagreement between the speaker and the governor, and Patrick gave ground to anti-tax legislators by agreeing to the study group. Communications aides have been tight-lipped about the appointments, saying the Executive, House, and Senate planned a joint release. The House budget on the floor for consideration all week does not include Patrick’s request to generate $500 million per year by closing what Patrick calls “loopholes” in the state’s corporate tax code. Critics say the governor’s plan will hurt business and job creation. The idea of a commission appears to be a compromise, with Beacon Hill Democrats expressing hope that a special panel will explore the issues in play in more detail.

Pardon my cynicism, but somehow I don’t envision the panel coming out with a report in favor of closing anything loophole related. In fact, this is pretty much a solid slap in the Governor’s face from DiMasi, who clearly doesn’t think he owes the executive office any deference.

This move should wipe away any pretense that this study commission was an attempt at reaching a compromise.

- State Representative John Rogers, looking to defend his seat, paid $28,000 to Bay State Consulting. That’s more than most state rep races are spending for the entire election. But what’s weirder is that it’s a pittance compared to the $105,000 he paid them in 2005, when there was no election!

- Helen Sharron, candidate for State Senate in the Berkshire Hampshire & Franklin district has raised an impressive $102,000… impressive, that is until you realize that she loaned herself $80,000

- Angelo Puppolo, candidate for State Rep in the 12th Hampden district paid $350 for this web page.

- Nick Bernier, state Rep candidate in the 4th Bristol district, had $5,390 on hand on September 1st. Of course, that’s only because he loaned himself $4,200 on August 30th.

- William Celester, State Rep candidate in the 6th Suffolk district, raised a modest $10,619. Then he spent $600 on cleaning and painting his campaign office.

- Samiyah Diaz, republican candidate (and Democratic write-in) in the 2nd Suffolk State Senate district, has only raised $14,700. (And that includes $3,000 from the Republican state committee!.)

- Ed Curran, candidate for the 15th Essex State Rep seat, has spent about $22,000. That includes $2,416 on a golf tournament and $783 on golf shirts!

- Congressman Richard Neal has a PAC. His PAC received $100 and spent $96 in bank fees. That’s money well spent, Congressman.

- UPDATE: See? This is why filings are fun. Our own StemCellular has uncovered these juicy tidbits about Sen. Dianne Wilkerson. For the disclosure, this explains why I’m with Sonia Chang-Diaz.

Those are the tidbits I’ve come across so far. I’ll update this diary as more filings are posted. If anyone else comes across worthwhile dirt, put it in the comments!

Speaking even as a fiscal moderate, I’m adept enough to interpret the conversations at Dunkin Donuts and other venues where voters don’t need to impress pollsters and are free to vent right from the gut. I find citizens to be utterly appalled at the complete lack of integrity existent in state government — with tax concerns taking an unusual back seat — and they are therefore seeking a completely different brand of chief executive.
He continues with an argument that many have made on this forum already.

Further, if tax cuts were king, throw the election to Republican Kerry Healey because all the ads in the world aren’t going to change the very deep rooted voter perception that the G.O.P. candidate will deliver on that issue before any Democrat does, even a venture capitalist. Trying to ‘out Republican’ Kerry Healey is a bad strategy for any Democrat in the primary, or in the general election.

I know we’re just going to keep going back and forth on this one, and only time will tell whether or not the rollback will be the big factor in this race. But it’s nice to see someone in the media articulating the fact that, while people are happy to have more money in their pockets, there are bigger concerns on their minds.

Adam Reilly has a press release announcing that the elusive John Kelleher is officially in the write-in race for Dianne Wilkerson’s state senate seat.

Enough is Enough: John Kelleher announces he’ll run as a Democratic alternative to State Senator Wilkerson

Why would anyone declare their intent to run for State Senate in a write-in campaign against an entrenched incumbent with less than two weeks to the Democratic Primary election?

It is because enough is enough. It is because honor, integrity and respect for the law matter greatly to me and to the hundreds of my frustrated

friends and neighbors I have talked to over the past months. I simply could not stand by without doing something.

The rest of the release goes on to talk about his background: Former state rep from Jamaica Plain, currently works for the Boston PD (taking a leave of absence to run for state senate).

What strikes me is this: We already have a candidate running on the principles of honor, integrity, and respect for the law.

(Yes, I work with Sonia Chang-Diaz… the usual caveats apply.)

No one has been clearer than Sonia that she is running because the voters deserve a leader who upholds the highest standards of conduct (scroll down for the quote).

So does Kelleher think he can win with a 2-week race? Wilkerson has the advantage of incumbency. Chang-Diaz and Diaz have the advantage of months wooing voters, getting press, and making themselves known. I know that a write-in race is a crapshoot any day, but I have to believe that he’s going to have a very difficult time putting a machine in place in the next 12 days.

“This is a significant investment to create good-paying jobs in every region of the state, while at the same time elevating research and education at UMass,” a Reilly adviser said.

With job and population growth stagnant in the past several years, economic development has become a central issue in this year’s governor’s race. The state’s population dropped by nearly 19,000 between 2003 and 2005, according to census data; a nationwide survey commissioned by the Globe this spring found that 39 percent of those who left cited a better job as a major factor.

First of all, I applaud this proposal. Many of the Gubernatorial candidates have been discussing proposals that would advance higher education in the state, especially at UMass. It’s good to see specifics.

My question is this – how does Mr. Reilly propose that the state cover it’s share of the cost?

The money — $400 million in state funds and $100 million to be raised privately — would be spent over five years under the direction of a panel of private and public sector advisers, according to an outline of the proposal obtained by the Globe. The funds could be used to hire faculty and research teams, to support research labs and equipment, and to bring products using new technologies to market.

That’s a large chunk of change from someone who wants to cut the state’s revenues by $517 million per year.

I got an email from Deval Patrick’s campaign in which he included a letter that he sent to Tom Reilly and Chris Gabrielli calling for steps to ensure party unity.

Dear Tom and Chris:

There can be no doubt that our Party’s divisive and late primaries have contributed to the difficulty Democrats have had in winning the race for Governor of Massachusetts. I hope you agree that too much is at stake for our Party, our Commonwealth and, frankly, the Nation for us not to learn from this history.

Yesterday, at the Victory ’06 launch, our Party chair called for unity. All three of us stood with him in agreement that if we work together we can deliver a Democratic victory in November. I believe that.

In that spirit, I am asking you to join me in committing to a plan to assure a dignified, substantive primary, and a Democratic victory in November. I propose three parts to the plan:

First , join me in agreeing to actively support the Democratic nominee — whoever of us it may be —beginning the morning after the primary vote. To be successful this year, we will not have the luxury of prolonging our own differences once the primary is over.

Second , join me in a pledge against negative advertising. Specifically, let’s agree not to name any other Democratic candidate in any of our respective campaign’s paid advertising. Let’s keep our focus on substance and vision, on why we, as individuals and as Democrats, should hold the highest executive office in Massachusetts. It is what the voters want and deserve.

Third , let’s commit to at least one media-sponsored debate each month between now and the primary. It can be on television, the radio or the Internet. Let’s do some with Spanish and Portuguese outlets, as well as in additional languages that may be helpful to voters. We have real and principled differences in vision and policy. Let’s give the voters a chance to choose based on substance, not just rhetoric.

I ask you to join me in these three, simple concepts. I believe this is a better way to present a spirited and exciting primary to Democratic primary voters, and to ensure a Democratic victory in November.

I look forward to your prompt response.

Sincerely,

Deval L. Patrick

Democratic Candidate for Governor

In regards to the first point – all candidates lining up behind the winner the day after the primary – I would hope that everyone can agree to this. It would really be poor form for anyone to sulk off after they lost.

The next two are less likely in my mind. At some point someone’s going to take a jab at their opponent in an ad. Gabrielli has a lot of money to spend and a lot of ground to make up. At some point it’ll be in his campaign’s interest to draw distinctions between him and his opponents. I agree that everyone should avoid character assassinations and stick to the issues, but a hard-hitting comparative piece is a weapon no one will want to give up.

And monthly debates? Hah! I’ll bet Gabrielli would love it, but I can’t see Reilly going for it.

It seems like this was a smart move on the part of the Patrick campaign. They have to know that the other two candidates won’t sign on so they get automatic brownie points for being the forward-thinking unifiers while getting to paint the other guys as uncooperative and against party unity. Of course, they can no longer put out an attack ad without being hypocritical, but they seem to be the one campaign that needs them least.

However, the factor that I haven’t yet come to an understanding of is what the actual role of the Lt. Governor is. Is it the on-deck circle for bigger and better things?
At this weekend's DCI conference there was a lot of discussion about what tactics the Democratic party should use to bring out the younger activists (college, high school, and even younger).

Some said that we need to use new technology to reach college students. Others proposed mandatory civics classes to teach kids the value of participation. More on these options and more after the fold.

There has already been discussion on this Globe piece and how Jon Stewart is allegedly steering young adults away from politics in droves. Although I disagree with 98% of the op-ed (and there’s no need to rehash that on this entry), I do agree that many younger people are dissuaded from politics and activism because the only parts that they see are the acts of idiocy on the national level. So what’s the solution?

One idea put forth by Setti Warren (John Kerry’s Deputy State Director, worked for Clinton, Gore ’00, and Kerry ’04) is the re-institution of civics classes in public schools. Setti argued that we need to teach kids what government is actually for.

To further that trend, one of the attendees suggested a program where local elected officials speak at public schools, not with a party agenda, but simply about the role of state and local government. Setti then mentioned that when he was a student David Cohen (currently the mayor of Newton) spoke at his high school and that led him towards a career of political activism. Personally, I feel that this technique can help counter the image of buffoon politics that people see at the national level (and that is made into news/entertainment by Jon Stewart). Most people who get involved will start locally and do far more in their town than they will in DC, so simply putting a local face on politics could help change the pervasive negative image.

Ari something (sorry, I forget his last name), is currently a sophomore at Brandeis University. He spoke on how he’s organized ‘Deis for Deval and the Brandeis Democrats using online outlets like Facebook and Myspace.

I think we can all agree that recruiting and training youth activists will be an important long-term investment for Democrats of every stripe. Today’s college student is tomorrow’s campaign manager and 2015′s State Rep candidate. The question is how to get them involved. Any thoughts?
