On Friday, October 4, 2008 the United States Army issued a new manual,
Stability Operations
Lt. General William Caldwell reportedly stated that:
This is the document that bridges from conflict to peace.The US military “will never secure the peace until we can conduct stability operations in a collaborative manner with civilian government and private entities at home and abroad.”
This concept is not uniformly accepted by the US military, and constitutes a major shift in focus.
Combat vs. nation building – certainly to exit Irag and Afganistan and not leave breeding grounds for terrorists, nation building is surely as critical as any ground combat.
