1.The NRA, through GOAL, does have some pull here. They don’t dominate the policy process as in other states but they can block things.
2. The aim is to make as difference here, but also provide one market where the technology is mandatory so manufacturers have a reason to produce guns that have it. If it spreads to enough other states it may become the norm and they may not find it cost-effective to make guns without it. That, in time, would protect Massachusetts residents from accidental shootings even if the gun involved came from outside the state. It’s a fairly small step we can take on Day 1 that could have a pretty big long-term payoff. And the national NRA opposes it.
