We’ve got competing motions before the convention. Moore has renewed his motion to “study” (i.e., kill) the amendment. Montigny has moved to vote on the amendment. They’re debating the motions now.
UPDATE: Several “points of parliamentary inquiry” have been raised as to what the “study” would mean – seems pretty clear that a study does mean the death of the amendment. Pro-amendment legislators are getting annoyed, since the motion to study seems to have substantial support.
FURTHER UPDATE: They are now taking a roll-call vote on whether to consign the health care amendment to a study. We’ll know soon…
FURTHER FURTHER UPDATE: Senators are finishing their vote. Trav voted for the study. House members will vote by machine in a couple of minutes.

If so, this would appear to be exactly the same kind of “parliamentary maneuver” to allow a majority to take away the apparent constitutional prerogative of 50 members of the convention. Might this embolden some supporters of both the HCA and gay marriage to “study” the marriage amendment?

Yes, a majority is enough for the study. We’ll see if they try it for marriage.
