AP reports that Richard Capka, the former executive director of the Mass. Turnpike Authority and now the head of the Federal Highway Administration, has at long last agreed to recuse himself from FHWA’s investigation of the CA/Tastrophe.
As we mentioned earlier, Capka had a singularly undistinguished tenure as head of the Big Dig. His lack of accomplishment was so pronounced that he almost didn’t get the FHWA job at all. He seems to have spent most of his time there enriching himself and others – he signed off on big money severance contracts for some Big Dig lawyers, and – as AP reports today – managed a similar deal for himself when he turned over the reins to Matt Amorello. Classic hackery.
