There are 163 school systems in Massachusetts that received more state aid in the 2002-03 school year, the last year of the Jane Swift administration, then they are receiving today. The Romney-Healey administration prevailed over the biggest disinvestment in public education in the nation. Here are the numbers compiled from spreadsheets posted by the Massachusetts Department of Revenue.
By the way, Beverly (home to the $1.2 million Sean Healey tax break) is tenth on the list with a $1,021,552 state aid deficit.

Wasn’t that the year of the Finneran/Birmingham budget stalemate, where Birmingham held out for a higher number for school aid? There were photos of the Speaker and the Senate Pres. sitting out on the balcony outside one of their offices to accommodate smoking (banned inside the statehouse) while they contemplated their differences.

Shack – you’re on the right track. Because of 4 months of continuing resolutions, raises and other scheduled additional costs were delayed, creating an artifical bump in revenue. That’s why there were a bunch of bond bills that same year.

I went to MA public schools, graduating in 1980 before the advent of personal computers, but if you pull those numbers from that weblink into an excel spreadsheet, you will find:

Granted these figures are not adjusted for inflation. This data doesn’t undercut the argument that public education needs more funding, but it is hardly an indictment of the Romney-Healey administration. Or maybe we could argue that Healey is responsible for the decreases and the Legislature approved the increases ;-).

Factor in the decreases in transportation funding and the increases in fuel to focus the picture on the deficit going to direct education services. Our community has had significant increased funding with increased enrollment yet there are losses in positions, courses and support personnel. Fees, fees and more fees. Bus, sports, parking.

In fairness, the number of enrolled students must be taken into account, because that is how aid is determined.

If a district loses 10% enrollment over a few years, then a 10% cut in state aid is justified. Also, if a district’s demographics increase or decrease, the school aid is affected.

Here’s an idea. When we are cutting 20% out of local aid, and we’re in the midst of a huge budget crisis, we can add a bunch of new charter schools. The state passes the bill to the cities and towns, and when the district schools cut programs and services, more people will want to go to the charters that are protected from everyone else’s fiscal reality.

…because their transportation is funded in a seperate line. Regular school districts have transportation costs – which have increased GREATLY – as a part of their overall figure, and regions do not. Five years ago, regional transportation – and by definition, a region is cross town and rural – was ENTIRELY unfunded while Boston and enviorns still got discount MBTA passes. It’s still just up to 50%.

Regional transportation has been partially restored after the Romney-Healey cuts of FY04. The transportation line for municipal districts is at zero.
