When I saw this mentioned and linked, I thought for certain that it must be a link to The Onion (strange how often that happens these days), but it does appear to be a legit advanced excerpt of the President’s speech due to be given within the hour. From TPMCafe:

You mean kinda sorta like declaring victory from one, for example?
Also interesting was Tony Snow recently acknowledging that Bush doesn’t give a damn about public opinion:
“As far as public opinion, the President will not shape policy according to public opinion…”
