I do think Turner should pay back 100% of the out of pocket costs of all governments dealing with the issue of removal and investigation of these devices. I do not think the two guys who are supposed to be paid $300 each to put up 40 gizmos should be prosecuted.
Why? The publicity that Turner got is worth more than whatever they wind up paying AND the two performance artists did not perpetrate a hoax – they simply were day laborers in the advertisement biz.

Seriously, argue the merits as you’d like, but I’m finding few voices outside Mass that see this as anything other than public safety ovvereacting, and ginning up a case for CYA.
