Those books are pretty big, and would take a long time for Caralis to scan. But, I would imagine that it wouldn’t be that big of an undertaking for Galvin’s office to send them out to a contractor to be scanned and posted online; he’s already done that with a great deal of Deeds Records.

After each biennial election the Secretary of the Commonwealth’s office publishes a book called “Public Document No. 43, Massachusetts Elections Statistics.” It contains information as to the results of all the primaries, general elections, and special elections for Federal, State, and County Office, as well as ballot questions. It also contains information on voter registration and party registration in each city and town, specific to that year. The books can be bought at the Statehouse Bookstore. That said, older books are tough to come by, as once the books sell out for a particular year, no more are printed. (I don’t think that 2006 is out yet.)
I guess EaBo thinks that you somehow own or have access to these books, and have the time and capacity to scan them in, and post them on your website.
(Oh, and it’s called Public Document No. 43, because the name is a holdover from an old obsolete periodic Public Document numbering scheme.)
