So if you are a Governor who wants to foster more of that – to get people to partner with their government and take action in their communities to address the challenges of our times – what do you do? How can we get more people involved?

p>You can call them to service. You can give them incentives (like writing down student loans for service). You can make it easier to share views, give their time and more actively consult citizens about public policy and issues. You can link them with opportunities. You can educate the young about citizenship and their government – service learning. You can do all of the above and we should do more of all of this stuff.

p>Govt can do it all in this age of never ending fiscal constraint – it needs partners. But without Govt none of this would happen.
