p>Earmarks are a way to definitely get a project funded based on direct intervention from an elected representative. That can be a positive thing. A negative thing is that funding may not be the most efficient and prioritized order from a master plan point of view.

p>How would we fund each project based on a prioritized and efficient system of merit? We’d have to create a very objective set of guidelines to determine how to prioritize projects across the entire state. And then communities and groups would have to apply, and would receive priority based on this set of guidelines.

p>Does anyone think that a completely objective system could even be created? Or that creating them wouldn’t be World War 3? (for example, should such projects go to lower-income communities because they can’t afford them otherwise, or not go to low-income communities because they don’t pay as much in taxes anyway? Should projects go to less-dense communities because they wouldn’t get done with their limited tax dollars and don’t make economic sense, or should they not go to less-dense communities because fewer people will enjoy them?)

p>Or is it possible that bureaucrats might just play their own favorites in the awarding of such funds, either via personal relationships or personal preferences? For example, $200k is being sent to the Barrington Stage Company in Pittsfield — what if the person making the decision had to choose between that and some kind of Cape Cod theater group, and the decision maker grew up attending Barrington Stage Company shows? Or what if the person making the decision personally knows the mayor of Pittsfield?

p>So if there is going to be bias in the system, might it not be better to have the bias from representatives directly elected by and accountable to the people, rather than by faceless state workers working outside the sunshine laws?

p>Plus, have you actually looked at the red tape necessary to apply for state money for anything? That alone favors a group of players, the larger players who are skilled at navigating the system.

p>Plus, keep in mind that all funds are not awarded via earmarks — some are, so it’s not either-or. It seems like the bulk of the dollars here go through normal channels, and certain items are put at the top of the list via direct legislative intervention.

p>Maybe a system could be set up that gives each legislator an “account” to prioritize as they see fit, although such a system would result in smaller communities not getting as much as they get — something which could be portrayed as either good or bad, depending on your philosophy.

Given the economic climate there was good reason for the Governor to increase the size of cuts, and the House should think long and hard before restoring any of these cuts.
Some of my favorite people in Medford are very proud of those plush new chairs; personally I prefer the bent plywood that was there before.

p>Anyway, aside from my ambivalence about state funds in a tight budget going for projects like these — hoped to be a general economic stimulus? — I thought this meaty morsel captured by Donato and proudly dropped on the community’s plate was finished off last year?
