The economic situation is bad. Governor Deval Patrick will need to assume 9(c) powers and play through where the legislature punted(I know that I mix a golf metaphor with a football one, but it seemed to make the point).
The Trial Court should combine the Housing and Land Courts into one. The regional duties of the Juvenile Court should be put into the Probate and Family Court, with certain functions going to the District Courts in a juvenile session.
The Trial Court could go from six courts to four ibstantly, with all the economies of scale these hard times call for. Yes, a governor and legislators will lose tremendous patronage. But don’t these times call for it.
