I’m not sure why it wouldn’t be legal. It looks like protected speech and satire has even prevailed as free speech against copyright and libel laws in courts. My only question is who are the people at the bottom.
Isn’t the standard something like whether any reasonable person would read it as their actually claiming that the public figure made a statement that he didn’t make? I think on that basis these people are fine. Obama must have some trademark interest in his face, but he’s been particularly lax about defending it, right?
