1. Does anyone know of another disability group that is so severely split by severity of diagnosis as Mental Retardation/Developmental Disability?
2. Does anyone know of another issue on which the dominant coalition includes budget cutters, federally funded civil-rights lawyers, private non-profit providers, and advocates for the majority of a disability group (the less disabled majority, but still people with a strong case for government supports)? I know this was the case for a time in Mental Illness, but deinstutionalization there was a disaster, and that coalition broke up quickly. Families and advocates for the mentally ill are not in common cause with budget cutters or “protection and advocacy” lawyers on major questions today.
3. How much privatization of human services is required before the differences between the two major parties cannot be discerned?
