Another factoid. Having lived in town for over 30 years NEVER has the DPW sent out crews to pick up trash from town roads. They have street sweepers to clean up the winter sand but never trash pickup crews like they do on the highways.
Lawsuit potential here is also very high and since law these days trends toward the corporate contractual stuff of star chamber law I am left to ponder if towns are protected from citizen lawsuits in this post depression world.
