When looking at the morning southbound traffic on routes 3, 93 and 95 out of NH we can see the potential income tax not paid by MA residents, an opportunity lost with the MA legislature’s approach to taxing sales rather than income.
<
p>When looking at the same routes during the daytime and evening, we can project how much sales tax revenue is not being collected in MA, and how much consumer business is being lost to NH. This will only get worse with the increase in sales tax rate.
<
p>I still think a gas tax increase would be the best source of needed revenue, ‘though I would increase the income tax exemption to offset the cost for a minimal amount of gas consumption. And for more revenue, an increase in the income tax along with an increased exemption would be a better approach than the sales tax increase.

p>But the most important aspect of the budget, eliminating waste, has taken a back seat to all the revenue options. That is a failure of leadership in our government, and we should not let them off the hook.
