A public option can have neither triggers to delay a public option, nor opt-outs to deny citizens in conservative states from having access to a public option.
The Senate is considering an opt-out bill, and triggers just won’t go away. After the Senate passes its bill, it’ll be merged with the House bill that passed on Saturday. This new, merged bill – the “conference bill” – may yet have state opt-outs or a trigger.
If a public option – available nationwide on day one – is to be included in the final health care bill, we need at least 40 members of the House of Representatives to promise to vote only for a real public option. It’s the only way we can make sure that President Obama signs a public option into law.
