This is a typical Patrick move. He did it when it with his gas tax proposal. The proposal had zero traction, but that didn't stop him from making sure he squeezed all the bad publicity from it that he could. He came out to Western Massachusetts and went into people's homes to pitch his idea and have local news stations tape him. Effect on the state? Nothing. Political capital expended? Hard to quantify, but significant.
In politics, there is little or no credit for good ideas that no one implements. Making difficult decisions that antagonize voters serve no purpose. Yet it seems to be a habit with the Patrick Administration.
