Authorization for the WTF is scheduled to expire in December of 2010. Additionally, the Legislature has raided the fund for the last two years and has taken designated training money to help cover the general state budget. H1813 would prevent this by turning the Fund into a Trust. Employers were clear that to assess the money without spending it on worker training is tantamount to “tax and switch” and they would withdraw their support for the assessment if it were not spent on the use it was intended for.
