I contend that it is not. And so, I offer other winter biathlon possibilities:
0. Cross country skiing and rifle. This is the status quo.
1. Ski jumping and snow bombing. Four iterations. You go off the jump, and then whilst midair drop a “snow bomb” at a target. The closer to the middle, the higher up the ramp you get to start from in the next round of the competition. Largest total distance wins, no points for style.
2. Speed skating and hockey. You sprint around the track head to head, then have to hit the four corners of the hockey goal from the blue line. Same set of targets, both competitors shooting simultaneously. Repeat three times. Head-to-head, legal hockey checks permitted in certain segments of the track. Most targets hit wins. Tie won by person to hit first target
3. Moguls and bobsleds. Pretty simple — teams of two race down moguls, then do a bobsled run. No style points awarded, skirack on bobsled optional.
4. Half-pipe paintball. OK, this isn’t really biathlon, but what about two half pipes parallel to each other (or one divided by a line), and two snowboarders, each with a loaded paintball gun. A bit of a modern winter joust.
