If I visit the Massachusetts Budget and Policy Center (ignoring for a moment their ultra-annoying favicon), I learn that as a percentage of state personal income, state spending decreased slightly from 1998 to 2008 from 6.91% to 6.63%.

I looked at that myself. It unfortunately leaves out some important issues such as off budget spending which is roughly 45% of total state spending.

p>I will also have to look at personal income (their benchmark) versus State GDP. There may have been a change in that relationship.
