  1. I have obtained pertinent copies of the court documents available at the National Archives, as cited below,  for preparation of this report, including copies of the criminal proceedings against Flanagan in state court found as exhibits in the civil case files.  I have uploaded all the documents onto my computer as well as kept hard copies on file. This report is based entirely on review of the published materials, official records and court documents as cited, and is not based on any oral or written communication with any individual person.

                   I have not attached any of those documents as exhibits to this article,  out of a decent concern for the  privacy and feelings of Flanagan’s victims, even though the  court documents and contemporaneous news stories identifying them are part of the public record.  For the same reason, I have not used their names in the passages quoted  and/ or cited below from the several pleadings and exhibits from those cases, referring to them instead as the girl, the victim or the plaintiff as appropriate in context.
