Thanks again for your thoughts. Regarding the Postage Stamp proposal, you may indeed be right that it may make even more sense to go that route now that property values have fallen. It's not really a matter of re-introducing the proposal, though. The proposal still stands, and anytime the administration wants to take us up on it, we'll certainly be happy to talk to them.
I agree with you that an independent agency, such as the OIG, should take a look at the cost-benefit numbers associated with closing the developmental centers.
