In his time at the Massachusetts secretary of state’s office, Alan Cote was dedicated to the principle of open government.
A first deputy secretary of state and supervisor of records under Secretary of the Commonwealth William F. Galvin, Mr. Cote was a persistent force for greater transparency and stringent ethical standards for public servants.
“He was very consistent in pushing for a more open government,’’ said his friend and colleague Jay Herod of Cambridge. “If anything, he was frustrated that he couldn’t do more.’’
