According to Merrimack Valley’s Eagle Tribune, the only reason the STOCK bill came up for a vote was Scott Brown’s mumbled comment to President Obama in the autograph line after the SOTU.
“It appeared to be stalled, however, until a chance encounter between Brown and Obama following the Jan. 21 State of the Union speech in which the junior Massachusetts senator urged the president to get Democrat Harry Reid, the Senate majority leader, to bring the bill to the floor.”
