Where is Martha Coaley or Steve Grossman? There is no or limited action taken while the state is losing tax dollars ? if this is done for personal use fine, but if there is someone in business trucking cigrattes from Penn. to Boston then there is a problem.
Is this is a large scale tax evastion scheme? Is Big Tabacco helping the evaders?

This is Deval’s DOR responsibility. Insanely, though not unexpectedly from the Globe, they make the DOR Commissioner out to be some bystander in this when it’s their responsibility to regulate the tax. It’s only the AG’s problem when something is refered to her by DOR or the Staties. I’m not sure how Grossman would have any involvement at all.
