I employ 4 part time employees. Each get 5 paid sick days, 10 paid vacation days, and 12 paid holidays a year.
I allow them to roll forward 1/2 of unused vacation days at the end of the year, but no sick days as they are for when you are sick. We also have standard jury duty, bereavement, etc. If vacation days begin to accrue, they have the option of cashing them in as a bonus at their current hourly wage on Dec. 31.
Would I now have to roll forward the sick days as well? Or do I just charge EVERYTHING to sick time first and maybe lower the number of vacation days?
IT’s the rolling forward ad infinitum that bothers me about this.

Also, at 4 employees, Question 4 doesn’t require paid sick time. I believe employers who already provide a comparable benefit are exempt from the provisions of the proposed law.
