Trump needs a sock puppet who looks good and can deliver a reply of talking points that mean nothing and go nowhere. I can’t think of anyone better than Brown.
Mr. Trump still won’t get the EVs in VT, MA, RI, CT, NY, or NJ. Scotto won’t help there. Could Trump get NH, even Maine? Sure, conceivably. Is it worth a VP pick for 4, 5, or 8 EVs? Meh. Kasich is worth 20 in Ohio right off the bat, possibly more Rust Belt if HRC doesn’t pick a Veepee with Rust Belt appeal.
Solid conservative, probably Senator or ex-Senator. Foreign policy interests.
Kasich would also fit the bill as he had a lot of time in Congress.

He does have experience in overtly racist demagoguery against Elizabeth Warren. (Be it noted that Warren isn’t running for office.) And he’s solid at protecting pedophiles.
He might not yet be quite as sleazy as Trump; but perhaps he is sufficiently so to be VP material.
