The CIA’s report that the Russian government http://www.reuters.com/article/us-usa-election-cyber-russia-idUSKBN13Z02Q has conclusively hacked into the United States electoral process is Cyberterrorism http://www.bing.com/search?q=cyberterrorism+definition&pc=EUPP_ and needs to be called out in those terms. This is beyond an act of sabotage or a skirmish in disputed lands or airspace.
This is a deliberate act to disrupt government and cause panic in the target.
It is fact that there are multiple players in the scheme that likely has a history of previous intervention, attempts and attacks. September 11, 2001 was not the first attack upon the World Trade Centers.
Call your Congresspersons and President Obama, demand action.
