So what gives? Money has to be authorized and appropriated by acts of Congress in order to be spent by our government. So why are news reports tonight saying that the department of homeland security is already contracting for the building of the wall? This is particularly puzzling since the Republican chairman of the House appropriations committee indicated the other day that he was nowhere near deciding whether to appropriate money for the wall? Does anyone know?
