Because supporting a bill (introduced by a Democratic Senator) that is not only right but overwhelmingly popular, would take too much leadership. https://www.reuters.com/business/aerospace-defense/white-house-biden-will-let-congress-decide-rules-members-trading-stocks-2022-01-18/

When Donald Trump regains the presidency, will you also support his ability to tell the congress — especially if the Democrats somehow retain a majority in either or both houses — what their rules should be?
Joe Biden is not among the betrayers of representative democracy.
Of all the things on the government’s plate at the moment, stock trading by members of the House or Senate is near or at the bottom of the list of things I worry about.
It is obvious that the very same legal boilerplate was used in the seven states where GOP operatives filed fraudulent and spurious claims of voter fraud after the 2020 election. At least one of those operatives — Sidney Powell — has already been disbarred because of her gross abuse of the Court system. These seven actions contained the same text and in some cases the same typos and grammatical errors.
It is clear that these seven fraudulent filings were part of an organized conspiracy to criminally manipulate the 2020 election.
There is no evidence so far of any coordinated DoJ action to investigate and prosecute that illegal conspiracy.
Protecting representative democracy by, for example, stopping states from ignoring full and fair election outcomes in order to advance partisan slates of electors is FAR more important than stock trading.
Please help me understand how the legislation mentioned in the thread-starter does anything at all to contain the unfolding insurgency.
Please help me understand whether your commentary helps or hurts the last-ditch efforts of our current government to protect representative democracy itself.
It looks to me like you’re again worrying about those fancy ashtrays on the Titanic.

I wish I could uprate with a line-item veto for the sentence about the DOJ, which very much is moving up the latter to prosecute on these grounds.

Tom, your comment falls somewhere between whataboutism and the old vaudeville routine “Niagra Falls”, which I recommend you watch the three stooges perform. You should of course wait until democracy is safe before you do so.
My post has nothing to do with the January 6 insurrection. Neither do most of the posts on this site. I think democracy would benefit if Congress had fewer conflicts of interest. It also might be good for the country if the President could get behind a bill that has the support of 75% of the public, across a wide ideological spectrum.
Please understand, Tom, that when I post about something that (in my opinion) could help democracy it does not harm “the last-ditch efforts of our current government to protect representative democracy itself.”
How much my commentary helps I can’t say. Maybe it helps a little. Believe me, if I could give up blogging and start issuing subpoenas I would. I agree with you about how serious the insurrection was.
What I don*t agree with is that this is a contest among inconsequential bloggers to see who can demonstrate the most obsessiveness about the insurrection, and who can twist the most topics into rants about how slow the DOJ is moving. If it were I would concede to you right away. You are the champion of that.

I’ve always said that the President should stay out of discussions of Congressional rules. Your Biden Derangement Syndrome is very unattractive on a site called BLUE Mass Group!
