Well, technically, all the constitutional officers (Gov, Lt. Gov, AG, Secretary, Treasurer, Auditor and Councillors) constitute the Executive Branch–distinct from the Legislative or Judicial Branches. But the “Executive Department” usually refers to the office of Governor and Lt. Gov with the Council. So yes, it’s happened in the Executive Branch three times, now that Judge Burnes has accepted the post of Insurance Commissioner. And twice in the Executive Department. And AmberPaw, I thought you liked it when I teased?! Now will you recommend this post?
