Proposal for a resolution at the Massachusetts Democratic Convention

I don’t know if there is still time for this and since I’m currently in DC and won’t be attending convention I’m not in a position to do much about it.  I’m wondering if there is any appetite among delegates to pass a resolution calling upon our all-Democratic delegation to vigorously pursue inquiries and pressure DOJ to prosecute those who authorized torture.  Today Salon has an article featuring the top 13 who seem to warrant at least investigation.  I for one am not ready to draw conclusions yet since, unlike some of these guys, I believe that each person deserves gis day in court.  This is a very well-written article which focuses on the most culpable parties.

    I am almost certain there is time, but I am not an expert. I think it just needs a certain number of signatures at the convention. (A few years ago, 2003 I think, one energetic guy got an anti-motorcycle helmet proposal to the floor, only to suffer a somewhat humiliating defeat. I think the opposition called it “absurd.”)

    p>I think this is an interesting idea, and I’d be curious to see if it passed. It would have a good chance if the Patrick forces stayed neutral on it.

    If you want to have something like this pass at a convention you need to have a force of people at the convention who are very organized, very familiar with the rules and who are willing to approach every delegate to ask for support and collect the required signatures in the proper format.  It isn’t a piece of cake to put such an organization together and many proposals never reach the floor because the organizers of the proposal were not organized and did not follow the procedure.

    p>So if you are serious about this you need to study the rules, gather a devoted group of delegate volunteers, print out a huge number of signature pages as well as a copy of your resolution for every attending delegate, make a very organized plan for the day of the convention and work very hard to be heard.

    p>A resolution is not built in a day.  I am not trying to be discouraging.  It can be done.  Just know how to do it and how to execute the plan.
