2.7 Billion in tax revenue collected in April – 1.1 billion over “benchmark” for the year

As a state, the Commonwealth of Massachusetts spends more on incarceration then public higher education.  Mandatory minimums are driving huge cost increases, and devastating minority communities.  http://www.famm.org/  [for the impact on minority communities and pushback] or see http://www.cnn.com/US/9705/12/…

Questions worth asking:

How will these figures impact the State Senate’s budget debate?  

Does this mean the economic downturn is not as deep in our state?

Will this mean the Supplemental Budget filed by Governor Patrick, which contains pay for work already done by snow plow operators and the rest of the years pay for court appointed attorneys will now move from House Ways and Means to the House Floor?

  2. in the budget.  You guys just want more of my money to spend on your projects. At least you could be honest about it.  Deval Patrick inherited a 1.1 billion dollar surplus and has turned it around to a deficit while revenues are increasing at a 17% rate.  Those are the facts.  Stubborn things those facts…

    • …which was still better than expected.  Not at all sure as to the collections for 5/1/08 -4/31/09 yet to be sure.

      p>Interesting also that the bulk of state revenue must come from fees and such as the total tax revenue is way less then total general fund revenue.

    • This is a team EaBo, not some kind of magical archipelago where each of us live on their own island as a self-sustaining economy. Most of what you have — what each of us has — depends on each other. Without police, for example, which we all pay for, there wouldn’t be security and no one could run a business; without public education there wouldn’t be enough educated people to operate this complex system.

        p>While we’re at it let’s remind Eabo that the 1 billion surplus left by the Romney Adminstration were widely refuted.

        Mr. Widmer, the taxpayers foundation official who served on Mr. Patrick’s transition team but has also advised Republican governors, is critical of the Romney administration’s claims in 2005 and 2006 that the state had a $1 billion surplus. He said that the surpluses were actually smaller because in 2005 the budget shorted the pension fund $500 million, and in 2006 the $1 billion surplus figure included $600 million from the rainy-day emergency fund.
